Hello, I checked with Xxxxx Xxxxxx our Senior Plans Examiner concerning the resurfacing of a commercial pool. The City of Clearwater does not require a permit for this as long as it is cosmetic only. No drain changes or any other improvements or changes on the pool or equipment.

We require a Building permit anytime you are remodeling a commercial pool, even if it is just a resurface. Private pool resurfacing we do not. If the structural integrity of either commercial or private pools get changed or modified then a Building permit will be required. Adding a pool heater, heat pump or gas fired, requires a Building permit for commercial and residential.

You would need to submit a survey of the property and clearly show the location of where the pool will be dewatered and that there will be a dewatering bag present. In addition, we will need to see that there will be protection for any stormwater intakes that are potentially affected.
