Hello,  I checked with Xxxxx Xxxxxx our Senior Plans Examiner concerning the resurfacing of a commercial pool.  The City of Clearwater does not require a permit for this as long as it is cosmetic only.  No drain changes or any other improvements or changes on the pool or equipment.

We require a Building permit anytime you are remodeling a commercial pool, even if it is just a resurface.  Private pool resurfacing we do not.  If the structural integrity of either commercial or private pools get changed or modified then a Building permit will be required.  Adding a pool heater, heat pump or gas fired, requires a Building permit for commercial and residential.

We will require a permit for resurfacing a pool.  You would need to submit a survey of the property and clearly show the location of where the pool will be dewatered and that there will be a dewatering bag present. In addition, we will need to see that there will be protection for any stormwater intakes that are potentially affected.

CS&P only requires permits when the pool resurfacing scope of work affects the pool structure, or involves any electrical / lighting or plumbing built into the pool or even ladder replacement involving pool bonding.    We would want to inspect those systems before they are covered up.       Projects that are solely limited to tile and resurfacing do NOT require a permit.    Every project and scope of work is different.
